Policy and guidance
Intensive Case Management (ICM) of oral hearings has been introduced by the Parole Board to improve the quality of information available to panel members in order that the most informed decisions regarding the suitability of parole can be made.
It is important that panel members are supplied with accurate, pertinent and timely information well in advance of panel hearings in order to be fully equipped to make informed decisions.
There has been a considerable problem with cases being deferred both before and on the day of hearings. These deferrals are having a significant impact on time, resources and operational business targets and are not sustainable. ICM will address some of the issues leading to deferrals with consequent time and resource savings for everyone involved.

The first cases will be assessed in September and this will benefit those cases due for hearing in January 2008.
The timetable for ICM cases is based on the existing timetable and is designed to enhance current practices rather than changing and replacing them. The key stages in the ICM cycle are set out in the table below:
